As to community, how easy is it to shift reality with paid bots. You suggest notes are not promoted until they have some minimum amount of engagement but what is making sure that engagement is not programmed?

You're right to be concerned about bots hijacking any voting syste. The Community Notes system required various kinds of verfication at sign up, before you can vote on what Notes are shown, so they believe - for now - the Notes are not as vulnerable as statistics like Likes and Retweets to manipulation
